Saäd Rafi has gained a well earned reputation as someone who goes into challenging departments and organizational situations with a commitment to deliver more resilient organizations and better results for Ontarians. He has been tapped to start new businesses — be that in Infrastructure Advisory or Pension management. As a result, Rafi has developed strong knowledge and experience in change management leadership, operations management, strategic infrastructure deployment, financial administration and governance. Mr. Rafi spent over 24 years in senior positions in the Ontario Public Service. He has also held leadership positions in Infrastructure Advisory and Project Finance and as the National Government and Public Services leader, both as a Partner at Deloitte LLP. Previously he was the Chief Executive Officer of the
Ontario Retirement Pension Plan Administrative Corporation (ORPPAC) where he was responsible for
starting up Ontario’s attempt at a provincial pension plan. Other former positions include: Chief Executive
Officer of the Toronto 2015 Pan Am Parapan Am Games Organizing Committee. His public service leadership roles included: Deputy Minister of Health and Long Term Care, Deputy Minister of Energy and Infrastructure, Deputy Minister of Transportation, and the Deputy Minister of Community Safety. Mr. Rafi graduated from Carleton University in 1983 with a B.A. in Law and then went on to earn a M.A. in Public Administration in 1988. Rafi also is a member of the Board of Governors for Sick Kids Hospital, a Board Member of the Canadian Olympic Committee and the Vice Chair of Trent University’s Board of Governors.
